Personal Note:

It looks like the Red Skull never gets tired of using these "sleeper" robots of his to destroy stuff. You could probably say that they're his signature weapon of mass destruction. Aside from that, Brubaker makes him into a true criminal mastermind in this arc as it seems that almost everything goes according to his plans.
