There are three stories in this issue: 1) "What If Captain America Were Elected President?" 2) "What If...The Man-Thing Had Regained Ted Sallis' Brain?" and 3) "Outpost on Uranus"
Captain America agrees to run as the New Populist Party's candidate for president. He tags Senator Andrew Jackson Hawk as his running mate to make up for his lack of political experience and the ticket wins with a decicive majority. As president, Cap reveals his identity at his inauguration, provides America with limitless energy with an oribital solar collecting station, and provides rebels in San Pedro with solar weapons to overthrow the dictatorship there. Rogers accepts the invitation of Jacinto Morez, the rebel leader and new democratically-elected President of San Pedro, but when he arrives in Morez's palace, it's revealed to be a trap by the Red Skull, who had replaced Morez during the rebellion. The Skull takes President America as his prisoner and announces to the nation that he has used the scientifc secrets of the solar weapons they provided to take control of their solar collecting satellite and turned it into an orbital weapon. Before the Skull can turn the solar beams on Washington, Rogers manages to break free, defeat his nemesis, and damage the satellite's controls, drawing its beam back to the palace in San Pedro. The palace is destroyed with Cap and the Skull still struggling against each other inside. Afterwards, only the President's indestructible shield is recovered from the wreckage. It's later presented to the Falcon at his partner's memorial.
In a world where Dr. Oheimer didn't die in Man-Thing (Vol. 2) #1, he's hired by the FBI to continue his research and restore the human mind of the Man-Thing. While it progresses, a high-ranking government official named Bendix schemes to isolate the Super-Soldier Serum from Man-Thing's tissue samples. When he succeeds, he has Oheimer's project shut down and tries to have the Man-Thing killed. However, the Man-Thing's intelligence has advanced to the point that he's able to outsmart Bendix's men and stows away on their vehicles en-route to the Florida swamp where they are attempting to harness the mysterious energy that makes the serum's effects complete. While Man-Thing once again has a human mind, he has no desire to return to being Ted Sallis and instead has designs to harness the Nexus of Realities himself and control all of reality. He kills Bendix and his agents, but doesn't account for an alligator test subject being transformed by the serum into a new version of himself. When the Man-Thing and the Gator-Thing clash, the animal mind of the latter is incapable of emotion, but the now-intelligent Man-Thing can know fear, and thus is burned to ash by the new protector of the swamp.
Uranos and two dozen other Eternal exiles are beamed into space as punishment for the civil war they waged. They alter their trajectory enough to come across a Kree outpost on Uranus, rematerializing as they enter its enclosure. Uranos claims the station for himself, leading his followers to victory against the Sentry that guarded it. However, the seizure has not gone unnoticed by the Kree command, and an Armada is quickly dispatched to deal with the invaders. (description by marvel.fandom.com)
