WWT12 is Insanely rare in any grade. CGC Pop is only 5 with two 9.6s, and now I have one of them. Fairly recent grade date, so somebody has found some good issues to grade. I also own one of the three 9.4s. Definitely a Key Issue due to rarity. Then again, it depends on how many are submitted to CGC and whether people care to submit them. I am hoping the low number is due to rarity because I have seen very very few WWT12 in the last 10 years in any auction or eBay.
