Owner's Description
The Penguin is on the loose again and has come up with a plan to steal the Pentagon's "early bird" warning system alarm in order to sell it to enemies of the country. On his mad quest, Penguin goes to Picture News Magazine and visits Vicki Vale and makes a request to publish an article that will make him look more menacing. Vicki refuses, but the Penguin leaves with the promise of vengeance.
Meanwhile, Mayor Hill learns that his blood contract on Harvey Bullock has failed and he commands the killers to fulfill their end of the bargain if they want Hill to release Doctor Fang from prison.
Later, Bruce Wayne attends a party organized by Vicki Vale, but he goes along with Julia, Alfred's daughter, as she was recently hired by Vicki and they thought it was better to go together, a thought not shared by Vicki. Among the guests in the party is Bill Modell, a renowned reported for his methods of acquiring confiscated information. During the party, Penguin and his goons show up and kidnap Modell, taking him to their hideout to learn the secret information about the Pentagon's alarm system. By the time Batman arrives at the place, he is only able to rescue Modell and beat Penguin's thugs, as the mastermind himself manages to escape with the information he required.
Elsewhere, the Child Welfare Bureau investigates Jason Todd's situation further and they learn that despite the fact that he has been living at Wayne Manor, Bruce Wayne has not started the papers to become his legal guardian.
