Thanks to some faulty lightning bolts, Zeus accidentally gives Billy Batson the powers of Captain Marvel while Captain Marvel has none.

When their adult sons are put into jail three geriatric crooks from a retirement home decide to challenge Captain Marvel to show their sons how crooks used to do it in their day.The three fogies are no match but when one accidentally shoots a bystander in the foot Cap needs to assist him while the old crooks escape in a jalopy. The three decide to rob a bank but in their senility stick up a shoe store. Capt. Marvel interrupts their crime but in classic Golden Age goofiness is unable to capture them for fear of getting physical with the decrepit crooks. Finally he frightens them with a demonstration of his strength, ties all their beards together and flies them to jail. Back at Villains Valhalla another trio of aged crooks decide it doesn't make sense to tangle with Capt. Marvel.

"Sivana's Crime Newspaper"

Sivana begins publishing a crime newspaper for the underworld but when Capt. Marvel uses a tip printed in the newspaper to foil a crime the crooks go after Sivana himself to exact some revenge. Cap rescues Sivana but the devious scientist escapes. On the printing press, however, is the next days headline which is a smear campaign against the underworld mayor. Marvel correctly deduces that Sivana is attempting to take over as the crime mayor. The mayor is rescued by Marvel after an agry mob of crooks are roiled up by Sivana's mischeivous article. When Capt. Marvel take the mayor to jail for past crimes it ends up giving Sivana exactly what he wanted which is the position of mayor.

Sivana informs criminals that Billy Batson is Capt. Marvel and they kidnap him in order to put him on trial. Billy is found guilty and sentenced to death but while in jail one of the crooks thoughtlessly removes Billy's gag allowing him to transform and capture Sivana.
