Out of the ealier issues this one takes the cake. It has a plethora of first appearances. Starting with Catseye, Empath, Jetstream, Roulette, Tarot, and Thunderbird II, who we have all come to know as Warpath. That's six first appearances in one issue. That is 13 New characters in 16 issues, give or take.
This issue was the second I had purchased from this series. This was the book I went to the 7-11 week after week to find. I purchased this off of World Wide, but then Rich Henn had a copy signed by Sal Buscema. I bought it, even though the pages were off-white to white. I felt that a 9.8 SS with thos page designations were still better than the parameters Bagofleas set forth and that I adopted. However, I did want white pages and cracked my issue 16 for not only Sal Buscema's signature, but for Louise Simonson. I won't crack this again(OK I might) and I am very happy with it. SO far (and Bagofleas can not say this...yet) I have the first 17 issues of the set all in a 9.8 SS.
