Synopsis:
In a prison cell, Sinestro notifies Hal Jordan that he has been sent by the Guardians of the Universe to train him. Hal is confused, but he's far more concerned about the chance that Sinestro will be seen by one of the prison guards patrolling the hall.
Sinestro fashions a replica of Hal's body with his Green Lantern Ring so that they can leave the prison undetected. Together, they head to Sector 131, where the Khunds, Citadel, and Dominators are planning to form a trade alliance that would give them significant control over their galaxy. Sinestro demands an audience, hoping to show Hal the value of diplomacy. Hal is skeptical, wondering why bad people should be allowed to run free, simply because their control promotes order.
Sinestro's brand of diplomacy doesn't go over well, as he seems insincere, and the three leaders react violently. Seeing that the situation isn't going to be resolved diplomatically, Hal subdues the attackers with his ring, launching them into the sky to teach them a lesson. But while Hal is occupied, one of the aliens catches Sinestro at gunpoint, and Hal must save his life.
Despite the fact that he caused the violent outburst in the first place, Sinestro attempts to salvage the situation by warning that if one Green Lantern could cause so much damage, they should imagine what the whole Green Lantern Corps can do.
Meanwhile, in the state prison, a gentleman thief named Willie has recently been transferred from a minimum security facility because he tried to escape. The guard puts him in the same cell that Hal is meant to be in. At first, Willie is unaware that Hal's body is an illusion, but when he tries to get into his bunk and ends up falling right through it, he is shocked.
A frustrated Sinestro decides to return to Oa to beg to be removed from his assignment, thinking Hal a lost cause. Hal returns to prison, only to find a terrified Willie waiting for him in his cell.

Quotes:
"Ah, Politics is a messy Business. Messy, messy, messy. Someday, someday, intelligent Beings will transcend Politics... choose better ways to maintain control... But for now the Guardians insist upon preserving this Cosmic Order. "
- Sinestro
