Richie is putting toothpaste with dollar shapes in it on his toothbrush.
Looking at the centerfold which previews all the Harvey comics coming out, it shows this cover with Richie squirting out a huge dollar sign with the toothpaste. It must have been modified it at the last minute with the thinking that no one uses that much toothpaste.
