ISSUE SYNOPSIS: - Set Up (part 1 of 2)

Twitch returns to work despite the chagrin of Chief Banks, who is being unsuccessfully investigated by the sharpshooter’s suspicious partner. At the same time, Burke threatens to use the files given to him by Spawn in order to expose Banks’ partnership with Billy Kincaid the child-killer. After some pressure from Wynn, an overconfident Banks disobeys a direct threat from Spawn and enters the alleys for a confrontation. Banks loses his nerve and reveals that he works for Wynn. This news enrages Spawn, who pays a personal visit to Wynn. At the last minute, however, Terry bursts into the office and demands the release of his new boss, much to the dismay and disillusionment of Spawn.
