Synopsis:
The League interrogates Kimiyo Hoshi who was given a JLA signal device without the team's knowledge. Martian Manhunter studies the device and determines it to be superior to their own in design. Meanwhile, the three surviving Heroes of Angor return to the League's dimension and proceed to destroy the nuclear weapons of Bialya. The heroes are greeted by the country's dictator, Rumaan Harjavti, who welcomes them and allows them to use his country as a base of operations. The heroes then go to Israel to destroy their nuclear capabilities, an act which is televised. The Justice League flies off to the area to respond. At the same time, Maxwell Lord meets with Booster Gold to offer membership to the team, and Dr. Fate visits with an entity called the Gray Man who seems to be discontent with his mission.
Guy Gardner's ring finds the heroes from Angor and, without alerting his colleagues, flies off to take them on. The rest of the League follows. Gardner proceeds to attack the heroes starting a fight when the heroes are hailed as violating Bialyan airspace and are ordered to retreat. They do and Harjavti proceeds to tell his guests about the nuclear stockpile in Russia.
