If it includes a raven, it must be an homage to Edgar Allen Poe - no really, comics taught me this.
OK - anyway, one of the things I like about Hawkman covers in the Hawkman series and elsewhere, is how often the combat is taking place in the air. Here, our antagonist flies too - so we have the combatants meeting in the middle of the cover, Hawkman from the lower right and Raven-dude from the upper left with his very dangerous looking skull/prop/weapon. Their trailing feet hang off the page at either end making the subjects look close to the reader and the overall composition is dynamic.
I do believe that this cover would have convinced me to part with my hard-earned 12 cents.
