One of my favorite (Road to) No Man's Land covers, because of the background shadowing and the prominence of Bruce Wayne testifying in Washington.

Prominent Gothamite Bruce Wayne goes before Congress to present a plan for rebuilding Gotham City after suffering a devastating cataclysm. Wayne's pleas fall on deaf ears, who only see Wayne as an empty suit, born to privilege and indulgent of the playboy lifestyle. Legend Jim Aparo pencils this issue which also recaps classic moments from Batman's first encounter with Ra's al Ghul to Bane breaking the Bat.
