Issue #69 features the resignation of Wonder Woman from the JLA, along with a Headmaster appearance.

Synopsis for "A Matter of Menace!"
A prisoner in a jail cell tosses a paper air plane out of his cell with a message begging for help, claiming that the Green Arrow intends to kill him. The warning proves to be true, as the man is later found dead and on the site what appears to be on of Green Arrows trick arrows and his hat. Overhearing this, the now powerless Wonder Woman goes to tell the Justice League about the news, she also tell them that she is going to resign from the group now that she has lost her Amazonian powers. The League refuses her resignation, and suggest that she just take a leave of absence, telling her that she doesn't need super-powers to be a super-hero.

When Green Arrow and the others learn of the police calling him as a suspect, the League tells their comrade that they will investigate the matter and only come after him if he becomes wanted by the police. Green Arrow leaves in his Arrow Plane and upon landing at a quiet airport, he is attacked by a group of men posing as autograph hounds, and knock him out. Meanwhile, Batman and Flash examine the body of the supposed dead man and learn that it's Green Lantern's old foe the Tattooed Man. The two are then confronted by a man who claims that the person who framed Green Arrow is at the planetarium. Going there, Flash and Batman are defeated and taken captive by a mysterious attacker.

Meanwhile, Superman and the Atom are examining the crime scene evidence, discovering that they are fakes they are about to go into action when Superman is given a court order telling him to remain in space until the Green Arrow has been brought to justice, and is forced to comply. While in the morgue, the body of the Tattooed Man rises from his apparent death and walks out, this is seen by Superman with his x-ray vision however there is nothing he can do about it.

While the other Justice League members are now prisoners of their one-time foe, the Headmaster Mind, who has captured Green Arrow, Batman and the Flash in a bid to discredit them in the public eye. Keeping them captive in a special device that will electrocute them if they try to move and explode if they move off the platform, he sends his cronies out dressed up as the heroes and cause havoc in the streets. Leaving to execute their plot, the Headmaster Mind leaves his men behind to shoot the heroes dead. However, the Atom had tracked down the Headmaster Mind to his base and prevents the man from executing his friends and frees them. The four heroes then go after the three impostors and Headmaster Mind, easily defeating them and turning them over to the authorities.

No longer bound by the court order to stay in space, Superman returns to Earth, captures the Tattooed Man and takes him to justice as well. Later, the man who found the original note saying that Green Arrow is going to kill someone soon finds another note, this time warning that the Flash intends to kill someone. Going to investigate the source of the note, the man is relieved to find that it's just a group of kids playing a game.
