"Year One (Part I of IV): Who I Am - How I Come to Be" Chicago police lieutenant James Gordon relocates to Gotham City and begins working under Commissioner Gillian B. Loeb. Already he finds himself detesting the grime of the city, but his thoughts are on his pregnant wife Barbara. Inwardly, he hopes her tests come back "negative".
Meanwhile, Gotham City's most eligible bachelor Bruce Wayne returns to the United States after nearly twelve years abroad ever since the age of thirteen. He plays up the role of billionaire playboy, but secretly he is anxious to begin a new career as a crime fighter. He wants to avenge the tragic deaths of his parents, Thomas and Martha Wayne.
Across town, James Gordon meets some of his fellow officers, including the brutish Lt. Arnold Flass. It doesn't take Gordon long to realize that Flass represents only a tiny fraction of a trail of corruption that extends all of the way to the Commissioner's office. Gordon learns that Flass is reckless and is not above accepting the occasional bribe. However, Gordon’s own moral code is strong and he refuses to buckle beneath the weight of corruption.
Flass grows concerned and tells Commissioner Loeb that Gordon may not be a "team player". Coyly, Loeb gives Flass permission to teach Gordon a lesson. That night, Flass and three other officers don ski masks and corner Jim in the parking garage. They mercilessly beat him with baseball bats, but Gordon recognizes the sound of Flass' laughter and vows to strike back.
Later, Jim takes his car and follows the crooked cops back to a place called Chute's. He waits for them outside until they are ready to leave. As Flass drunkenly stumbles out of the building, Gordon attacks him. He beats Flass up, strips him naked and leaves him bound with his own handcuffs on the side of the road. Jim is confident that the incident will go unreported.
Some nights later, Bruce Wayne disguises himself as a vagrant and begins patrolling the seedy streets of Gotham's East End. He gets into an altercation with an albino pimp named Stan over an adolescent prostitute named Holly. Bruce and Stan's fight attracts the attention of another one of Stan's working girls – Selina Kyle. Selina tries to defend Stan, but Bruce lays her out with one blow across the jaw.
Suddenly, police officers arrive and take the disguised Wayne into custody. Bruce breaks free of his handcuffs and forces the police cruiser off the road. Wounded and bleeding, he manages to make his way back to his Porsche and return home to Wayne Manor.
He sinks into a wing chair in his study and begins stammering his father's name. Bruce feels that he has failed his parents. He reflects upon the night that a common mugger savagely gunned them down in the street, leaving him an orphan. Suddenly, a bat crashes through the open window. Bruce takes it as a sign and promises to avenge his parents' deaths by taking on the form of a bat.

"Year One (Part II of IV): War is Declared" An escaped mental patient named Albert Blume has taken a hostage and is threatening to kill her. Commissioner Loeb sends SWAT commander Brenden to the scene of the apartment to take care of the situation. Lt. Gordon hears about the maneuver and intercepts Brenden before he can do anything rash. Jim enters the building alone and manages to single-handedly defeat Blume without causing him undue harm. He knows that if Brenden’s team went in, the results would have been disastrous.
A few nights later, Bruce Wayne makes his first official debut as Batman. He attacks a group of teenage punks stealing electronics and intercepts them on an apartment fire escape. The fight proves difficult and one teen nearly loses his life. However, he succeeds in apprehending all three and promises to improve his technique before venturing out for a second time.
Over the course of several weeks, rumors of a "Bat-Man" begin circulating all throughout Gotham City. Even Detective Flass experiences a chance encounter with the mysterious vigilante.
Lt. Gordon holds a meeting with the other cops and addresses the Batman situation. Flass gives his jaded eyewitness account of the Batman, but neglects to include details involving his own illicit affairs at the time of the encounter.
Four nights later, the Batman breaks into the Mayor's mansion. The mayor is hosting a party with several key city patrons including Commissioner Loeb and criminal entrepreneur Carmine Falcone. Batman throws a smoke grenade through the window and warns them that from this point forward none of them are safe. Following the event, Loeb appoints Gordon the lead investigator in a special task force designed to bring down the Batman.
Gordon begins investigating a chain of suspects – a chain that takes him all of the way to the District Attorney's office. He interviews assistant D.A. Harvey Dent and even begins to suspect him of being the Batman. However, Dent has a solid alibi for his whereabouts and Gordon crosses him off the suspect list. In truth, Dent is keenly aware of the Batman’s presence and has been secretly aiding him.
Later, Gordon and detective Sarah Essen are nearly killed by a runaway truck driver asleep at the wheel. Batman arrives on the scene and Gordon witnesses him rescue a wino who has fallen in the path of the out of control vehicle. He commands Batman to halt, but the vigilante darts down an alleyway. SWAT officers arrive and open fire, but Gordon begins to suspect that the Batman is not the evil creature that he read about in his files.
Batman runs inside of a derelict building for shelter. Commissioner Loeb consults with the SWAT officers over the radio and authorizes the use of deadly force. Chief Brenden uses a helicopter to firebomb the apartment building.

"Year One (Part III of IV): Black Dawn" Flaming piles of debris drop down on top of Batman as the Gotham City SWAT team firebombs the derelict apartment building. Flammable materials within his utility belt begin to explode. Batman finds an electrical cover and uses it to mask his presence. A ground crew enters the building and begins sifting through the rubble. Batman lures them into a lower section of the building and traps them.
Before preparing his escape, Batman uses a remote device to signal a massive flock of bats from the Batcave. The swarm of bats descends on the area giving Batman a chance to use them for cover to mask his escape. Several police squad cars attempt to follow the bat swarm, one of which even drives off Gotham Pier. Dozens of bystanders (including Selina Kyle) are forced to get rabies vaccinations.
Later, Jim Gordon consults with Sarah Essen over the Batman issue. Sarah suspects that the Batman may in fact be Bruce Wayne. Wayne has an alibi however, citing that he was skiing in Switzerland during the recent incident.
Gordon walks Essen home and the two share a romantic embrace. Jim instantly feels guilty knowing that his pregnant wife is home waiting for him.
In Gotham's East End, Selina Kyle decides to go into a different line of work. She punches out her pimp Stan and takes Holly with her. She fashions a costume for herself and becomes Catwoman for the first time.

"Year One (Part IV of IV): Friend in Need" James Gordon and Sarah Essen have dinner together. Jim feels guilty over their recent affair, but doesn't have the will to call it off. He even gives Sarah a bracelet – a present that should have gone to his pregnant wife. Finally, Sarah makes the decision to break it off. She puts in a transfer to New York City. A few days later, Gordon arrests noted drug dealer Jefferson Skeevers. Skeevers is a key figure that can link Detective Flass to organized crime, but he’s not revealing any information. Assistant district attorney Harvey Dent allows the court to grant him bail. Batman sneaks into Skeevers' hotel room and accosts him. That same night, Skeevers approaches Lt. Gordon offering to reveal everything he knows concerning Detective Flass and his illegal conduct. After taking Jefferson's statement, Gordon bypasses Commissioner Loeb and goes straight to Internal Affairs. Loeb does not appreciate Gordon going over his head. To further illustrate his displeasure, he shows him a surveillance photo of Jim and Sarah kissing one another. Loeb is more than ready to expose Gordon’s tryst if he continues pursuing an indictment against Flass. Later, Gordon and his wife Barbara visit Wayne Manor. Jim interviews Bruce Wayne concerning his suspicious actions, but Bruce dismisses all notions that he could possibly be Batman. As the two leave the estate, Jim confides in Barbara and tells her of the affair. A few nights later, Gordon and a few loyal officers interrogate Flass at length. At first, he refuses to cooperate, but before long, he agrees to detail everything he knows – including dirt on Commissioner Loeb. Meanwhile, Barbara Gordon gives birth to her son – James Gordon, Jr. A few nights later, the Catwoman raids the home of Carmine Falcone. She believes that making a strike against Falcone will help to forge her own legendary status. The Batman arrives and attacks Falcone's men. The Catwoman escapes capture, but not before raking her claws across Falcone’s face. The media learns of the incident and reports that the Batman and this mysterious new Catwoman are working in collusion with one another. Commissioner Loeb makes a telephone call to Falcone. He instructs him to take measures against Gordon. Falcone sends his men to Gordon’s apartment where they abduct his wife and infant son. Jim manages to shoot a few of the kidnappers, but Johnny Falcone takes off in his car with the baby. Fortunately for Gordon, Bruce Wayne is present incognito. He follows Jim who takes off after Falcone on a motorcycle. While Gordon deals with Johnny, Bruce rescues baby Jim Gordon. Days later, news of Commissioner Loeb's corrupt regime hits the media wire. Loeb announces his possible resignation. The incident places Gordon back into the spotlight and he is soon promoted to the rank of Captain

"Just Another Kid on Crime Alley" Jason Todd, arriving at Fay Gunn's School For Boys, discovers that it is a front for a school of crime. Batman, of course, believes it to be a fine, upstanding institution, as does Vicki Vale, one of numerous reporters to have taken an interest in the school. Both as Batman and Bruce Wayne, he also uses his contacts to track down Jason's parents. It seems that his mother, Catherine, died of a drug overdose recently, while his father is believed to have been killed by Two-Face. Willis Todd evidently discovered too late that this was one boss you should never double-cross.
That night, Batman comes across Jason once more removing the tyres from parked cars, and is amazed to hear the young man's tale of the even more worrying curriculum of the school. He then soon interrupts Ma Gunn and her boys at an art museum and, with the unexpected help of Jason Todd, prevents them from stealing the 'Smile of Death' necklace for the Joker. Impressed with Jason, Batman decides to take the boy on as the new Robin.

"Two of a Kind" After six months of intense training, Batman presents Jason Todd with a Robin costume, anointing the teen Batman’s new partner, much to the chagrin of Alfred. When the new dynamic duo answer the Batsignal, Commissioner Gordon meets the new Robin then shows the heroes an envelope that was delivered earlier that day. Inside is a poker hand consisting of two pair and a deuce and four photographs of two pair of petty criminal twins. Noticing it as the M.O. of the villain Two-Face, Batman and Robin travel across the “Bi-State” Bridge to the Lucky Dollar Casino in Casino City. Encountering the former district attorney, the heroes disable Two-Face’s henchmen, but the duo is unable to prevent the villain from taking a hostage. Playing on his penchant for “twos”, Robin offers himself up in place of the hostage, stating that it is fitting seeing as how he is the second Robin. Two-Face agrees and speeds off with his new hostage, but the new Teen Wonder frees himself from the villain’s grasp. Back at the Batcave, Jason discovers that Two-Face is presumably responsible for the death of Willis Todd, Jason’s father.

"Second Chance" As Two-Face is robbing the Second National Bank of Gotham, Bruce Wayne is wrapping up a meeting with the board of the Gotham Memorial Hospital.
After learning of Two-Face’s robbery from Commissioner Gordon, Batman heads to the Batcave looking for Robin. Alfred tells the Dark Knight that Jason has not been out of bed all day, but the teen gets dressed as Robin when told Two-Face has struck again. The duo tries to determine what Two-Face’s next hit will be and what the hit on the casino the previous night had to do with the villain’s penchant for the number two. The following evening, Commissioner Gordon accompanies Alfred to a double header baseball game where Two-Face holds up the box office.
Batman and Robin intervene and disable Two-Face’s goons. Alone with the former D.A., Robin begins to choke Two-Face, calling him a murderer. But the villain breaks free of the teen’s grasp and heads across the baseball field before making his getaway. Back at the Batcave, Jason confronts Batman about his father’s murder at the hands of Two-Face. The Dark Knight admits it was wrong not to tell him, but he feared Jason’s thirst for revenge and not justice. Just then, Jason hits on what Two-Face’s next score will be. The next night, the dynamic duo prevents Two-Face from robbing the Lucky Dollar Casino for the second time.

"White Gold and Truth" Nightwing is not exactly pleased that Batman has taken on a new Robin, but realises that it is about time he patched things up with Batman at least. He hears the story of how Jason Todd came to be Robin and accepts the boy, helping him crack a drug ring; as he does so, he makes sure Robin has someone to talk to if his relationship with Batman should suffer. The first caption in this story is 'One Year Ago' and it is pegged at eighteen months since Dick Grayson's career as Robin came to an end.

"A Death in the Family (Part I of IV)" Batman and Robin stake out the warehouse of a child pornography ring awaiting police backup, but Robin rushes in early against Batman's orders. While stopping the criminals, Batman mentally notes Robin's odd, moody behavior of late. After chiding Robin, Bruce returns home to discuss the situation with Alfred and decides to remove his ward from duty effective immediately. Jason overhears and angrily leaves.
Batman is soon called to Arkham Asylum after the Joker escapes. Commissioner Gordon tells the Dark Knight how the Joker used cleaning supplies to make his lethal laughing gas, killing eight men.
The Joker tells his associate Rupert how his assets were seized during his incarceration, but reveals a cruise missile and launch vehicle in storage he obtained from a military contact. The Clown Prince of Crime decides to sell the weapon to Arab terrorists.
While walking through Gotham City, Jason Todd ends up in Crime Alley and visits his mother's friend, Mrs. Walker. Mrs. Walker gives Jason a box full of personal effects and sends the boy on his way.
Batman surprises Gaspar Taylor, a known associate of the Joker, but knocks him out before he can obtain any information. Searching the criminal's luggage, Batman finds a passport and visa for Lebanon. Over the next few hours, none of the Joker's former henchmen can be found.
While perusing his parents' personal effects, Jason finds his birth certificate with his mother's name marked out and beginning with the letter S. Realizing Catherine Todd was his stepmother, Jason uses his father's address book and the Batcomputer to locate three women that might be his biological mother. He leaves Wayne Manor to begin his investigation.
In the air, the Joker and his gang are en route to Lebanon aboard a stolen Navy C-130 cargo plane while Jason Todd is aboard an airliner.
Meanwhile, Batman finds the Joker's hideout and realizes his arch foe has left for Lebanon with a nuclear weapon to replenish his cash flow. Our hero quickly returns to the Batcave where Alfred informs him that Jason has run away. Batman is left with a dilemma: stay in Gotham City and locate Jason or stop the Joker.
Later, Batman leads a team of naval commandos to Lebanon to recover the stolen C-130 and discovers that the Joker has indeed smuggled a nuclear device into Middle Eastern nation. Changing out of his costume, Bruce Wayne contacts Alfred and learns Jason booked a flight to Israel.
In Israel, Robin breaks into a military base to find the whereabouts of Sharmin Rosen, an intelligence agent who may be his mother. Using computer records, he learns Rosen is working undercover in Beirut, Lebanon. Meanwhile, Bruce Wayne arrives in Lebanon and goes into action as Batman to gain information from some terrorists about the missile. He learns that a man named Peter Brando is offering the weapon for sale at the Hotel Blu, where Sharmin Rosen is staying.
Jason arrives at the Hotel Blu and finds Bruce. Jason tells Bruce about his investigation but becomes downtrodden when told of Bruce's mission to stop the Joker. Suddenly, they spot Brando with Rosen and follow in a pair of jet-powered hang gliders. The caped crusaders witness the Joker's sale of the smuggled cruise missile to Jamal, a terrorist who wants to launch the device at Tel Aviv. The gathering is interrupted by Batman and Robin, who are soon joined by Sharmin Rosen. When the missile is fired, it explodes in its launcher but the warhead fails to detonate. The Joker escapes in the ensuing confusion.
Robin learns Rosen is not his mother and the three return to Beirut. Robin insists on finding his mother and Batman agrees to help. However, a disguised Joker books a flight to Addis Ababa, Ethiopia.

"A Death in the Family (Part II of IV)" On the trail of Shiva Woosan, Bruce and Jason learn the mercenary was kidnapped moments before their arrival. Soon afterward, Batman and Robin shake down a number of Lebanese criminals and learn that Woosan was taken to the Pashar Pass in the Bekaa Valley.
In a famine relief camp just outside of Magdala, Ethiopia, the Joker blackmails Dr. Sheila Heywood for shipments of medical supplies. Meanwhile, Batman and Robin infiltrate a terrorist camp only to learn Shiva Woosan is none other than Lady Shiva. Lady Shiva battles Batman and is defeated. As Robin cuffs the renegade martial artist, Batman sabotages the terrorists' explosive cache. After trekking through the desert for a while, Batman interrogates Lady Shiva and learns she never had any children. The dynamic duo depart for Ethiopia.
Bruce and Jason arrive at the camp outside of Magdala and meet Dr. Sheila Heywood where mother and son are reunited. Soon, the Joker arrives and he takes Heywood to the central warehouse to steal the medical supplies. Jason follows on a stolen motorcycle. As supplies are unloaded, the Joker has boxes of his lethal laughing gas loaded in their place. Jason returns to the camp to enlist Bruce's aid and soon the Dark Knight chases the trucks carrying the gas in a mini-copter.
Meanwhile, Jason returns to the warehouse and reveals his identity as Robin. Entering the warehouse, Heywood turns Robin over to the Joker, who had never left. The Joker and his gang proceed to beat Robin so savagely, Heywood can no longer bear to watch.
After his mini-copter is shot down by soldiers, Batman is recognized by the truck drivers and is allowed use of a truck. Meanwhile, the Joker betrays Heywood and has her bound in the warehouse next to her injured son where he's placed a bomb. Unable to deactivate the bomb, Jason instead unties his mother. Attempting to escape, Heywood discovers that the door is locked and the bomb detonates, killing her and her son.

"Master of Fear" Scarecrow has Batman and Vicki Vale captured and reveals his plan. He had Christmas cards and skeleton masks sent to 50 people chosen at random. The cards were coated with one of his new hypno-toxins that removed a person's fear. After the toxin had time to take effect, Scarecrow called them all and suggested they try killing which, removed of their inhibitions, they did. While a city in fear was pleasing to him, it was all just an elaborate trap to bring Batman to him so he could use his various fear toxins on him and slowly "unwrap" his mind...the ultimate Christmas present to himself. While beginning Batman's fear sessions, Rico Marcuse and his henchmen drive away with the bonus money Scarecrow had given them. When Rico opens the envelope he is doused with Scarecrow's gas and, in a fit of rage, attacks the driver. The car, now out of control, crashes into a storage pile of toxic waste. Tim Drake has taken a cab to the Scarecrow's hideout and searches for the Batmobile to see if Batman fell into the trap. He sees it and decides he must attempt a rescue. Tim traps two henchmen and knocks out a third before coming upon Scarecrow and Batman. Donning a ski mask to avoid being recognized, Tim orders Scarecrow to free Batman. However, he forgot to survey the scene and he is attacked by the henchman who was holding Vicki out of Tim's sight. As Tim disables him, Scarecrow grabs the latest fear gas he was using on Batman, called "Essence De Trauma", and throws it at Vicki and Tim. While Vicki suffers from reliving having her puppy run over by a car, Tim is tormented by the Obeah Man. Tim is paralyzed with fear when images of the two previous Robins appear telling him not to fight the fear but to live with it. They remind him that feeling fear doesn't mean you can't still act. Taking their advice, Tim manages to get to his feet and slam Scarecrow into the shelves holding all his other fear toxins which douse and effectively disable him. Tim takes off his mask in front of Batman who, still somewhat delirious, calls him Robin. Tim frees Batman then goes back to the Batmobile to avoid being seen. Some policemen arrive having been called by Tim's taxi driver who was concerned leaving a kid alone near a deserted factory. They take the Scarecrow into custody and Vicki to the hospital. Batman finds Tim. Tim realizes he will never be Robin now for disobeying Batman's orders but had deduced it was a trap set by Scarecrow. Batman asks Tim why he didn't don the Robin suit and Tim says he was afraid that, if he failed, he would disgrace it. Batman tells him that sometimes, when justified, heroes get to break the rules and calls him Robin. Back at the Batcave Tim admits his apprehension of wearing Jason Todd's suit due to the history it carries. Batman acknowledges the weight the symbol carries and presents Tim with a new, upgraded suit which he dons for the first time.
