Synopsis:
Guy Gardner is the first member of the latest incarnation of the Justice League to arrive for work. As each of the new members file in to their headquarters, Guy snaps off offensive and smart remarks to each of them. A brawl breaks out between them until Batman enters the room and silences Gardner with just a few words. He calls their first official meeting and tells them of his desire to keep a low profile until they establish themselves as a more cohesive team, but fate (not the Doctor) has other plans.
A group of terrorists takes control of the United Nations general assembly and holds them hostage. One of the people in the assemblage is Kimiyo Hoshi, the new Doctor Light. She uses her recently acquired Justice League signal device to send an S.O.S.
Batman receives the call and mobilizes the team. They take Blue Beetle's bug to the UN and surreptitiously sneak into the building. Batman immediately realizes that something is wrong with these so-called terrorists. The League easily defeats them, but the terrorist leader has a bomb grafted onto his chest. Batman calls the leader's bluff, leaving him alone in a room, where he kills himself with a bullet to the head.
The terrorists are actually low-rent thugs (an amalgam of former Weathermen and Black Panthers, save the leader) hired by entrepreneur Maxwell Lord IV, knowing that they would be easily defeated by the Justice League. As Max watches the television footage of the affair, he gloats while holding the firing pin to the terrorist's suicide bomb.

Meanwhile, the three surviving Heroes of Angor return to the League's dimension and proceed to destroy the nuclear weapons of Bialya. The heroes are greeted by the country's dictator, Rumaan Harjavti, who welcomes them and allows them to use his country as a base of operations. The heroes then go to Israel to destroy their nuclear capabilities, an act which is televised. The Justice League flies off to the area to respond. At the same time, Maxwell Lord meets with Booster Gold to offer membership to the team, and Dr. Fate visits with an entity called the Gray Man who seems to be discontent with his mission.

Synopsis:
Rumaan Harjavti convinces the Heroes of Angor to take out the Soviet Union's nuclear power sources next. Meanwhile, the Justice League, inside Blue Beetle's bug, have been hovering just outside Bialyan airspace for 9.2 hours when the radar finds the three other-dimensional heroes heading into Russian airspace. Worried that the attackers would be assumed to be Americans by the Russians, the Justice League pursues, but are soon intercepted by a squad of Rocket Reds. Gardner immediately attacks and the other Leaguers try unsuccessfully to reign him in or convince the Rocket Reds of their peaceful intentions. Fortunately, Maxwell Lord calls General Secretary Gorbachev who orders the Rocket Reds to intercept the three Heroes of Angor and ask the Justice League to assist. The Russian Nuclear Power Plant tries to shut down before the attackers can arrive, but does so too fast, causing imminent core meltdown. The Rocket Reds stop fighting and ask the Justice League for help. They arrive at the power plant where more Rocket Reds are trying to convince the heroes to leave. Just as they strike and the Justice League arrives, the plant begins to rumble, alerting all of the danger. Wandjina incapacitates everyone with a windstorm and bursts into the plant. He manages to safely shut the reactor down but succumbs to the radiation. The Rocket Reds take the Heroes of Angor for medical attention and confinement and order the Justice League to immediately depart. The League return to their headquarters where they meet Maxwell Lord who introduces them to their "new member"... Booster Gold.

Tiring of his job, he begins stealing it from the living and using it for his own purposes. He begins in Stone Ridge, Vermont. This action draws the attention of Dr. Fate, who pursues the Gray Man to Vermont, but is captured and immobilized as the Gray Man recounts his history. Meanwhile, Jack Ryder finishes his next show with a rant about the Justice League when a coworker tells him that Dr. Fate has been spotted in Stone Ridge. Ryder calls for a camera crew to meet him there. At the JL Headquaters, Guy Gardner and Batman get into another heated argument about who should be leader. Fed up, Guy removes his ring and attacks Batman, but Batman knocks Guy out to the delight of the entire team -- and with only one punch at that! Oberon tells the League that the monitor is speaking. Dr. Fate is communicating through the device, asking the League to come to his aid. Captain Marvel flies ahead as the rest (sans Guy) fly in the Blue Beetle's Bug. Marvel finds an injured camera crewman and flies him into the city. The rest of the League arrive and encounter the Creeper.
