"We Tracked the Fabled Fish-Man!" Do you feel like Dick & Sheldon are mailing it in by this point? With this monochromatic fish dude and some Sea Devils rejects? Let's take a look at what they did provide for the spinner rack in 1962 - Their experience and history as 50s era artists is evident, but still the use of color, with the purple Fish-Man against the lime green background does pop. It's certainly far more colorful than anything Marvel is putting on the comic stands in 62. As for the remainder of the image? The Fish-Man just doesn't look scary to me, not even really antagonistic. He looks more like he's going to move your little submersible tank so it isn't treading on his garden. I'm just not hooked (haha).
Overall? I can't see myself parting with my hard earned 12 cents for this based on the cover image.
