Billy asks bank president Walter Walker to check over the WHIZ accounts but Walker seems highly confused and dizzy and Billy suggests he take a vacation. After Billy leaves a strange transformation occurs as Walker changes into Reklaw, master thief. Billy hears a noise as he passes a bank and finds the night watchman knocked unconscious. Billy transforms and finds Reklaw looting the bank safe. Reklaw is punched into a wall but manages to shut the light off and make his escape.

Capt. Marvel heads off to tell Walker that his bank was stolen. Meanwhile, Reklaw hides the loot in a closet and then after a moment of dizziness returns to his normal self with no memory of the crime. I just noticed that Walker always wears a large glowing ring that I assume will be the source of his Jekyll and Hyde transformation. Capt. Marvel arrives and immediately figures out exactly what's going on including the influence of the ring. He consults a psychiatrist who deduces that the split personality is the result of stress and Cap suggests a plan to free Walker from Reklaw.

That night Reklaw attempts another bank robbery while Cap watches on. Capt. Marvel bursts in, grabbing Reklaw and accusing him of murder. He knocks Reklaw out and when the man recovers he's strapped in an electric chair. A harmless electrical charge is applied and Reklaw passes out. The shock kills Reklaw but Walker awakens. Later, Walker takes all long vacation and recovers completely.

Capt. Marvel enters a tailors' to get his uniform cleaned and the owner gild's it so it shines like a light bulb. A rumor starts spreading that Cap's clothes are literally made of gold. The homeless attack Cap for being greedy and a reporter writes an article on the greed of Marvel. Returning to his apartment Cap finds a pair of men attempting to rob the place. Turns out a newspaper retraction article said that Cap was going to be sharing the non existent gold fortune with the poor and the two needed the money for food which Marvel kindly supplies them with.

Meanwhile a couple of crooks decide to act on a rumor that Capt. Marvel has $80 million and decide to kidnap Billy and Mr. Morris. They do just that and threaten to kill Billy unless Mr. Morris gives up the location of the loot. They remove Billy's gag and stab him but he has time to shout Shazam and proceeds to pummel the thieves. Cap pummels the gang leader tossing him into the mud. A new newspaper article is written that Capt. Marvel unequivocally does NOT have $80 million. Problem solved.

An aviator breaks in to Billy's radio broadcast imploring him to send a request for help to Capt. Marvel. He tells the story of crashing on a tiny island and being captured by 'The Men of Destiny'. He claims that before he escaped he found out they intended to control the world and could walk through walls. Before he can finish the bizarre Men of Destiny arrive and Capt Marvel discovers he can't touch them. The aviator flees and the Men decide to disappear... literally. Turns out the aviator hid in a broom closet and Cap decides to carry him back to the mysterious island.
